Ukraine’s public debt has swelled almost sixfold since Volodymyr Zelenskiy took office, underscoring how the war with Russia is forcing Kyiv to rely on external financing just to keep the state functioning.
Ukraine public debt rises to $215.6 billion
By Aug. 31, Ukraine’s state debt and debt backed by state guarantees reached 9.6 trillion hryvnia, or about $215.6 billion, according to data from the finance ministry cited by local media. Seven years earlier, the same burden stood at 1.31 trillion hryvnia.
Sentiment Indicators
The jump matters because Ukraine’s fiscal position remains hostage to the conflict. Kyiv says its obligations could hit $226 billion by year-end, while the draft 2027 budget points to a $37 billion deficit and public debt climbing as high as $276 billion. Those figures imply that foreign support, not domestic revenue, will continue to finance a large share of government spending.
For investors, the question is less whether Ukraine can keep borrowing than on what terms. A bigger debt load raises the stakes for lenders, aid donors and bondholders, even as the war economy keeps pressure on tax receipts and spending needs elevated. The country’s financing path also remains tied to Western aid flows, IMF backing and any shift in battlefield dynamics or peace talks.
The debt data reinforces a broader narrative: Ukraine’s fiscal health is deteriorating not because of a normal recession cycle, but because the war has turned public finances into a funding exercise. As long as the conflict persists, debt accumulation is likely to outpace any recovery in revenue or growth.
