Jean-Luc Mélenchon has unveiled a 2027 counter-budget that would trim France’s public deficit by 25 billion euros while adding more than 80 billion euros of new spending, setting up a direct clash with the government’s fiscal plan as borrowing costs climb and markets watch Paris for signs of budget discipline.

The proposal, presented by La France Insoumise, calls for 81.7 billion euros of additional expenditure and 106.4 billion euros of new revenue, according to party finance chairman Éric Coquerel. The plan is pitched as a non-recessionary alternative to the government’s budget and would still leave the deficit at about 5% of GDP by end-2027, roughly in line with the executive’s target.
Sentiment Indicators
That matters because France is under pressure to reassure bond investors after sovereign borrowing costs have risen and debt-service costs are heading higher. In a country where interest payments could top 90 billion euros in 2027, any sign of fiscal loosening or political paralysis adds to concerns about the trajectory of the public accounts and the risk premium on French debt.
Mélenchon framed the plan as a break with what he called neoliberal policy, arguing that corporate aid is the main source of the deficit. The project would redirect spending toward wages, pensions, housing and public services, including a 17 billion-euro boost to civil-servant pay, 8 billion euros for pensions, benefits and higher housing aid, 9.5 billion euros for a youth income guarantee, and billions more for schools, hospitals, universities and climate spending.
On the revenue side, the programme leans heavily on taxing capital and wealth: a strengthened wealth tax, a financial-asset levy, a tax on centimillionaires, an inheritance tax, and higher levies on buybacks, financial transactions, crypto assets and large companies. It also seeks to roll back or tighten tax breaks such as the research tax credit and the Dutreil inheritance pact.
For investors, the significance is less about the arithmetic than the policy signal. The plan underscores how far apart France’s political camps remain on fiscal consolidation, and it keeps alive the possibility of higher taxes on companies, financial assets and wealth if the left gains influence in the next budget fight or after the 2027 presidential election.
The immediate market focus will stay on whether the current government can pass a budget that convinces rating agencies and bondholders that France can stabilize its deficit without choking growth. As long as the political debate centers on who pays for the adjustment — households, businesses or high-net-worth investors — French sovereign spreads and domestic asset sentiment are likely to remain sensitive to every new budget proposal.
