Residents in Wrocław’s south are protesting a city plan to build a new school complex in Wojszyce while Jagodno, a rapidly growing housing estate with about 20,000 residents, still has no dedicated primary school. The dispute matters because it pits fast-rising demand for education space against neighborhood resistance, with the city saying the area urgently needs more seats and residents warning the project will worsen traffic, crowding and safety concerns.
Wrocław plans new school complex in Wojszyce
The immediate flashpoint is the planned Zespół Szkolno-Przedszkolny on Smardzowska street, slated to open from the 2028-2029 school year with 600 primary places, a 350-child kindergarten and a 48-place nursery. The city says the project, to be delivered with a private investor, would relieve pressure on the school network serving Jagodno and part of Wojszyce, where demand has outgrown existing capacity.
Sentiment Indicators
Jagodno’s educational bottleneck has become visible at SP No. 11 on Asfaltowa, which opened in 2023 but is already running in two shifts because it cannot fit all pupils in the morning schedule. City officials have acknowledged there are not enough education places for the area, as families increasingly send children to schools in neighboring Wojszyce, Gaj and Brochów, adding to congestion in Wrocław’s south.
Residents of Wojszyce argue the burden is being shifted onto a district that already hosts several schools and narrow streets. They say the new facility on Smardzowska would generate hundreds of cars and as many as 1,200 to 1,600 extra trips a day if 30% of pupils arrived by car, while also raising concerns over parking, noise and fire safety.
The city counters that school placement is based on catchment areas, not estate borders, and says there is no obligation to build a school on every housing development. It also says the Smardzowska site was earmarked in a 2008 local zoning plan and that the privately funded project does not mean Wrocław is abandoning efforts to secure land at Lutosławskiego for a separate school in Jagodno.
For investors and local developers, the story underscores a broader infrastructure lag in fast-growing suburban districts, where housing supply has expanded faster than public services. The immediate catalyst is a protest set for Tuesday at Smardzowska 93 and an appeal against the building permit, with the voivode now reviewing the case.
