Vietnam’s central bank is pressing lenders to lower borrowing costs further while tightening scrutiny of bad debt, a move that could support growth but squeeze bank margins and force a more conservative lending stance.
Vietnam Central Bank Orders Lower Loan Rates
The State Bank of Vietnam told credit institutions to cut listed deposit rates by at least 0.5 percentage point a year on tenors of six months or longer and to reduce lending rates by 1.5% to 2% a year for production, business and priority sectors, according to Directive 9608/NHNN-CSTT dated Oct. 18, 2026.
Sentiment Indicators
The policy matters because Vietnam is trying to preserve macroeconomic stability and keep credit flowing to the real economy without letting asset quality deteriorate. Regulators are asking banks to share profits, trim costs and expand lending to key industries, but they are also warning against lowering underwriting standards to hit growth targets.
For investors, the message is mixed. Lower lending rates can help borrowers, manufacturers and rate-sensitive sectors by easing funding costs, but they can also compress net interest margins for banks already facing pressure to balance growth with profitability. The central bank also signaled it may review credit growth quotas for banks that fail to comply, and could assign lower growth limits in 2027.
The tougher tone on asset quality is equally important. Banks are being told to closely monitor group-2 loans, non-performing loans, off-balance-sheet exposures and restructured debt, avoid hiding problem assets and book losses promptly, while building reserves and lifting NPL coverage. That suggests the regulator sees rising credit risk as a live concern even as it pushes for cheaper loans.
The directive lands as some Vietnamese banks have already trimmed rates, but others continue to price loans at elevated levels. The central bank’s warning that non-compliant lenders could face tighter credit quotas and higher safety requirements adds a clear regulatory penalty for banks that resist the push.
For the sector, the next test is whether lenders can reduce rates without weakening underwriting or triggering a fresh rise in bad debt. The market will watch for further deposit-rate cuts, changes to lending quotas and signs that asset quality is holding as credit expands into the fourth quarter and into 2027.
