Tokyo is trying to turn household cooking grease into a feedstock for aviation fuel, betting that a larger waste-oil collection network can help Japan scale up sustainable aviation fuel and other recycled chemicals without relying so heavily on imported crude.
Tokyo household oil recycling for aviation fuel
The city government’s new campaign matters because feedstock is the bottleneck in low-carbon fuels. Waste cooking oil can be refined into SAF and naphtha, and Japan wants to raise SAF’s share of aviation fuel sharply over time as airlines, refiners and policymakers face pressure to cut emissions. By widening collection from households, restaurants, supermarkets and shopping streets, Tokyo is effectively building the raw-material base for a market that still costs more than conventional jet fuel and needs policy support to grow.
Sentiment Indicators
Tokyo is starting with a partnership with supermarket chain Life, where collection points will be set up at stores in Chofu, Setagaya, Nakano and Fuchu. Residents who cooperate and answer surveys will receive Tokyo points, while the city is also rolling out funnels to make it easier to pour used oil into containers. On Oct. 4, it plans an event at the Jiyugaoka shopping district in Meguro to promote the project.
Governor Yuriko Koike framed the effort as tapping a “Tokyo oil field,” saying used oil sitting in homes is a valuable resource that can be turned into aircraft fuel, naphtha and soap. That language reflects a broader industrial policy shift: municipal waste streams are being treated less as disposal problems and more as strategic inputs for circular-economy manufacturing.
The economic logic is straightforward. SAF made from waste oils is said to cut carbon emissions by about 80% versus jet fuel refined from crude, but higher production costs remain a major obstacle. Japan’s central government is weighing ways to push users to share the burden, while Tokyo is offering its own fuel subsidy top-up to encourage airline adoption. If the collection system works, it could help reduce feedstock costs, improve supply security and support domestic renewable-fuel investment.
For investors, the initiative reinforces the case for companies with exposure to renewable diesel, SAF processing and feedstock logistics, while also highlighting the risk that margin expansion depends as much on policy and collection infrastructure as on fuel demand. Refiners and fuel distributors tied to low-carbon fuels may benefit from a deeper supply pipeline; airlines could eventually gain from a more available domestic SAF market, though near-term costs remain a headwind.
The broader story is that Japan is trying to industrialize decarbonization from the bottom up, starting with household waste and ending in airport fuel tanks. If Tokyo’s model scales, it could become a template for other Japanese cities and help create a more reliable domestic market for recycled fuels and petrochemical inputs.
