Russia’s central bank says the first licensed cryptocurrency exchanges and depositories could appear as soon as early October, marking the start of a tightly controlled market structure that could pull digital-asset activity out of the gray zone and into the regulated financial system.
Russia crypto licenses could start Oct. 5
The shift matters because it gives Russia a timetable for formal crypto infrastructure after months of rulemaking, opening a path for banks, brokers and other existing financial firms to begin handling crypto under license. That should improve oversight, reduce counterparty risk and create a legal channel for settlement, especially for cross-border trade, while also making life harder for smaller unregulated platforms.

First deputy governor Vladimir Chistyukhin said companies can apply for licenses from Oct. 5, when the new rules take effect, and some already regulated participants may receive approvals the next day under an expedited process. He said existing brokers, banks and operators of digital asset systems can move through a simplified route, while firms that have not previously operated in Russia’s legal financial framework will face tougher scrutiny.
The regulatory package, announced Sept. 24, sets fitness requirements for management and key staff at crypto exchanges, digital depositories and information system operators, and lists the documents needed for admission. Russia is also keeping a transition period until July 1, 2027, giving market participants time to register and adapt to the new regime.
For investors, the framework is notable because it signals that Moscow is not banning crypto use but channeling it through licensed intermediaries. The central bank said at least some transactions should begin once the intermediaries are in place, with foreign trade settlements the most immediate use case. Broader investment access is still being worked out, including standards for qualified investors and testing requirements.
The central bank is proposing tighter retail limits as well, including a 300,000-ruble annual cap on crypto investments through a single intermediary and a restricted menu of assets for non-qualified investors: bitcoin, Ethereum and USDT. That structure favors larger, compliant platforms and could accelerate consolidation among smaller exchanges and custody firms.
Crypto markets remain highly sensitive to regulatory news, and the backdrop is still fragile after a year of sharp swings in bitcoin and ether and renewed concerns over hacks and fraud across the industry. Bitcoin was trading at $84,717.56 on Oct. 1, while ether stood at $2,697.84, leaving both below recent peaks but well above earlier-year lows.
The next catalyst is whether the first Russian licenses are actually issued on or just after Oct. 5 and whether banks and brokers move quickly enough to dominate the new market. Investors will be watching for which firms win early approvals, how strict the final investor rules are and whether Russia’s experiment becomes a template for broader adoption or another heavily constrained crypto lane.
