Panama just won a crucial seal of approval for its domestic debt market, and that matters because it can lower the sovereign’s funding bill at a time when investors are increasingly willing to buy the country’s paper.
Panama gets Moody's ratings for Treasury bills and notes
Moody’s assigned investment-grade ratings to Panama’s Treasury bill and note programs, giving the local market its first formal credit assessment and removing a barrier that had kept many institutional buyers on the sidelines. The agency rated the short-term Treasury bill program at (P)P-3 and the medium-term Treasury note program at (P)Baa3, both linked to Panama’s Baa3 sovereign long-term rating.

That change is more than a bureaucratic upgrade. It opens the door to a broader pool of investors whose mandates require rated securities, helping the government run more competitive auctions and likely press down borrowing costs. For a country trying to protect its investment-grade standing, cheaper and deeper domestic funding is a meaningful policy win.
The timing is favorable. Foreign participation in Panama’s debt market has surged 35% between August 2024 and September 2026, rising from $974 million to $1.312 billion, according to the finance ministry. International custodians now hold between 39.5% and 51.2% of the paper placed in the third quarter of 2026, while central securities depositories in Costa Rica, El Salvador, Guatemala and Nicaragua expanded their Panama holdings from just $0.3 million in 2024 to $32 million by the end of September 2026.
That is the kind of trend investors should watch closely. A market that once lacked a standalone rating is becoming more accessible, more liquid and more visible to regional and global fixed-income portfolios. In practical terms, that can deepen the yield curve, improve secondary-market trading and support more consistent price discovery — all of which tend to reinforce sovereign credibility rather than just reflect it.
For Panama, the prize is not simply lower interest expense. It is the ability to fund itself at home with a more diversified investor base, reducing reliance on a narrow set of buyers and strengthening the case that its credit profile is resilient. For bond investors, the opportunity is straightforward: better-rated local sovereign paper in a market that is attracting foreign capital and gaining institutional infrastructure usually means tighter spreads over time, even if near-term yields remain attractive.
Minister of Economy and Finance Felipe Chapman said the stronger presence of external capital signals institutional confidence. The bigger message is that Panama is moving one step closer to the kind of domestic debt market global investors can actually scale into.
For now, the trade is clear: Panama’s sovereign story is not just about preserving investment grade, but about turning that status into a more liquid, more investable local market. That is exactly where long-term fixed-income upside tends to emerge first.
