The Dominican Republic is heading into 2027 with its public finances under strain from a faster-rising debt burden, expensive borrowing and a renewed spike in oil prices that could lift subsidies and inflation.
Dominican Republic 2027 Budget Faces Debt Pressure
The draft 2027 budget foresees a deficit of RD$327.3 billion, or 3.4% of GDP, even as the economy is projected to grow 4.75%. That gap reflects spending of RD$1.84 trillion against revenues of RD$1.51 trillion, with outlays rising 10.5% and income 9.2%.
Sentiment Indicators
The debt load has climbed quickly. By the end of August 2026, non-financial public sector debt had reached $67.65 billion, equal to 46.6% of GDP and up nearly 9.9% from the end of 2025. External obligations account for 71.1% of the total, underscoring how exposed the country remains to global funding conditions and exchange-rate swings.
What makes the budget arithmetic tighter is the cost of carrying that debt. The government plans to spend RD$351.3 billion on interest payments in 2027, or 23.3% of projected revenue, while another RD$44.6 billion will go to transfers tied to recapitalizing the central bank. Together, those commitments exceed the RD$365.6 billion earmarked for pre-university education.
Financing costs have already stayed elevated in recent debt sales. In September, the finance ministry sold RD$20 billion in local bonds due in 2041 at a 9.90% yield and issued $1.6 billion in sovereign notes due in 2039 at 6.85%. The offshore deal was used to buy back about $1.39 billion of bonds due in January 2027, easing near-term rollover pressure but at a higher coupon.
Investors have still demanded less extra compensation than they did a few years ago. The Dominican sovereign spread over U.S. Treasuries narrowed to 1.81 percentage points in the September placement from 3.49 points in 2017, suggesting improved relative credit perception even as absolute borrowing costs remain high.
Oil adds another layer of pressure. Brent crude briefly neared $110 a barrel on October 16 and WTI pushed above $100 intraday as Middle East tensions rattled supply expectations. For an importer like the Dominican Republic, that raises transport, electricity and production costs and can widen the fuel subsidy bill, which has already topped RD$38 billion in 2026.
The broader fiscal story is one of growth that is not yet fast enough to outrun financing costs. The economy expanded 2.1% in 2025 after 5% growth in 2024, and the government expects 4.75% growth and 4.5% inflation in 2027. Officials are targeting a primary surplus of RD$24.0 billion, or about 0.3% of GDP, but with interest costs still running above that surplus, the overall deficit remains firmly in the red.
For investors, the key issue is whether stronger growth and tighter financing can stabilize debt without forcing deeper spending cuts or higher taxes. If oil stays elevated and rates remain sticky, the state may have to keep refinancing at expensive levels while preserving subsidies and social spending, a combination that leaves limited room for fiscal error.
