China is transforming recycling from an environmental clean-up business into a national-security industry, and that shift could reshape global supply chains for battery metals, rare earths and industrial scrap.
China recycling plan targets battery metals supply
That matters because the world’s biggest manufacturing power is trying to reduce its reliance on imported raw materials at the same time Western governments are trying to keep more valuable waste at home. In a high-tech economy, the ability to recover lithium, cobalt, nickel, copper and rare earths from discarded products is becoming just as important as digging them out of the ground.

China’s logic is straightforward. It already dominates much of the refining that turns raw ores into usable materials, but it still depends on imports for many of the ores themselves. Recycling gives Beijing a second source of supply — one that is harder for rivals to choke off. The country’s latest circular-economy plan, released in July, tied the issue directly to “resource security” amid “complex and severe” geopolitical dynamics.
The scale is striking. By 2030, China expects to generate 1m tonnes of waste from EV batteries each year, along with 0.5m tonnes from wind turbines and as much as 2m tonnes from solar panels. Those flows matter for investors because they point to a growing industrial market around collection, sorting, dismantling and materials recovery — not just a waste problem to be managed, but a resource stream to be monetized.
This is also where China has an edge. It already accounts for about 85% of global battery-recycling capacity, helped by the fact that battery giant CATL sends much of its domestic output through its affiliate Brunp, the world’s biggest battery recycler. Beijing is now layering policy on top of that industrial base: digital IDs for EV and battery products, legal recycling obligations for makers, and a new state-owned coordinator, China Resources Recycling Group.
The economic logic extends beyond batteries. China wants to recycle 510 million tonnes of industrial materials a year by 2030, roughly one-third more than current levels, to support everything from robotics and wind turbines to data centers. More recycling means less reliance on imported oil, metals and minerals, and more insulation if the West tightens export controls or tries to localize its own supply chains.
For investors, the winners are clear: Chinese recyclers, battery makers with recovery businesses, and domestic industrial groups that can close the loop on copper, aluminum, steel and rare earths. The pressure is on miners and raw-material exporters that benefit when China must buy abroad. Waste processors in the U.S. and Europe may also get a policy tailwind, but the article suggests they face high costs and difficult scale-up economics.
That is why this story goes well beyond trash. China is building a circular economy not just for cleaner cities, but for strategic resilience. If it succeeds, the country could turn a growing mountain of scrap into a durable competitive advantage — and investors should think of recycling as a long-term infrastructure and materials theme, not a side business.
