Oil prices are adding to costs across Albania’s economy, lifting expenses for farmers, food processors, water bottlers and bus operators and feeding through to higher prices for services and some consumer goods.
Albania fuel costs raise prices for farms and buses
The squeeze matters because fuel is not just another input in Albania: it is embedded in the cost of ploughing fields, hauling milk, packaging food, moving goods and running public transport. That makes the country’s already expensive fuel market a broad inflation channel, especially when the government is preparing to add a new 3 lekë-per-liter levy for strategic fuel reserves.
Sentiment Indicators
Agriculture is among the hardest hit. Agrobusiness council chief Agim Rrapaj said fuel accounts for 40% of the cost of agricultural mechanization services, pushing ploughing fees to 2,000 lekë per dynym from 1,500 lekë and frezing services to 1,500 lekë from 1,200 lekë. He said higher fuel prices, old tractors, fragmented farmland and weak repair infrastructure are all compounding costs.
Albania’s diesel is also more expensive than in much of the Balkans, undermining competitiveness. By the end of August, Monitor’s calculations put diesel prices about 41% above North Macedonia and 17% above Serbia, while also running roughly 30% above the regional average of 1.77 euros a liter.

The inflationary pressure is moving further down the chain. AZ Group said its transport costs have become so high it stopped importing raw materials from North Macedonia and Kosovo, cutting production of its EU-certified organic fertilizer by about 25%. Dairy processors said plastic packaging costs are 15% to 20% above pre-war levels, while industry data showed some firms have lifted prices for yogurt, milk and cheese by as much as 4%.
Transport is another pressure point. Urban and intercity bus operators say operating costs have risen by 50 to 60 lekë per liter of fuel, forcing some lines in Tirana to cut buses twice this year because fares are fixed at 40 lekë and cannot be raised unilaterally. Operators are still waiting on state compensation after a 50 lekë-per-liter subsidy in March-May.
The strain is also forcing businesses to absorb costs where they can. Water bottler Qafshtama says it has held prices steady for now, relying on efficiency gains and a planned 3 million euro automated production line in 2027. Food distributors say a stronger lek has helped offset part of the fuel shock, but the relief is limited as transport and procurement costs stay elevated.
For investors, the story is less about one company than about margin pressure across Albania’s consumer, logistics and agro-industrial chain. Higher fuel costs can squeeze earnings, delay investment, cap wage growth and eventually pass through into inflation, which makes policy around fuel taxes, VAT and transport subsidies increasingly market-relevant.
The next catalysts are fiscal, not just commodity-driven: the government’s planned reserve-fund fuel fee, any decision on bus-sector compensation and whether producers begin passing more of their higher costs into shelf prices.
