A five-day debt-management workshop in Kigali underscores a more urgent reality for African governments: with global borrowing costs still high and fiscal scrutiny intensifying, the ability to track, report and disclose public debt is becoming as important as the debt itself.
AfDB debt transparency workshop in Kigali
About 150 policymakers and debt practitioners from 22 African transition states gathered in Rwanda this week for the African Development Bank’s third PFMA Spotlight Learning Series on Public Debt Management, part of a broader push to improve transparency, accountability and institutional capacity across the continent. That matters because opaque liabilities, weak reporting systems and undisclosed debt have become a central risk for investors, lenders and taxpayers alike, especially as governments lean on domestic and external markets to finance deficits.
Sentiment Indicators
The timing is not accidental. U.S. Treasury yields remain near 5.2% on the 10-year note and 4.75% on the 2-year, while high-yield credit spreads sit around 3.11 percentage points, a reminder that global financing conditions are still far from easy. For frontier and transition economies, that translates into a premium for uncertainty. When debt data are incomplete or confidence in fiscal reporting is weak, the penalty shows up quickly in higher yields, tighter market access and more conservative capital allocation.
That is why the Kigali program is more than a classroom exercise. Participants examined legal and institutional frameworks, debt reporting systems, disclosure practices, contingent liabilities and external scrutiny, then drafted country-level reform plans. In plain terms, the AfDB is trying to help governments move from reactive debt management to something closer to market-grade transparency — the kind that can lower refinancing risk, reduce surprise liabilities and make sovereign borrowing more predictable.
For investors, the opportunity set is broader than sovereign bonds. Better debt transparency supports the whole African capital stack: local-currency government debt, bank balance sheets, development finance flows and even private investment decisions in infrastructure, power and telecoms. Countries that can demonstrate cleaner data and stronger accountability are better positioned to attract long-duration capital, especially at a time when global allocators are more selective and macro volatility remains high.
The market underestimates how powerful this kind of institutional reform can be over time. Debt transparency does not create growth by itself, but it can compress risk premia, improve debt sustainability and widen access to funding — a critical advantage for states that need to roll over obligations while financing development. Rwanda’s own finance ministry framed the issue correctly: investors and development partners make better decisions when public debt is reported clearly and credibly.
The big investment takeaway is straightforward: follow the countries that adopt these reforms first. They are the ones most likely to gain from lower funding costs, stronger policy credibility and deeper market access as Africa’s debt cycle remains under pressure. In a world where capital is still expensive, transparency is no longer just good governance — it is a competitive advantage.
